1.- Implement zonal, local and regional programmes and projects to raise
the population's standard of living and production capacity in order to:
¨ Directly benefit the target population, as a development factor.
¨ Support CENCA's proposals, proving their merits and the possibility
of repeating them.
2.- Promote participation and coordination between agents, seeking to develop
their skills and transferring management instruments to the population.
3.- Draw up proposals and express opinions regarding the circumstantial problems
encountered and seek to participate in establishing public policies.
SCOPE OF INVOLVEMENT
CENCA's current programmes and projects place priority on the Middle
Rimac River Basin located East of Lima, which comprises seven districts with
a population of one million three hundred thousand people, and Huancayo and
La Oroya in the center of the country. The intention is to increase the potential
of both the material and human resources, combining space, economy and citizen
participation in order to obtain a greater impact on local development.

Access to land, land tenure regularization, resettlement of surplus population,
funding and technical advice for self-help construction and housing improvement,
urban restoration.

basins, removal of pockets of infection, reconditioning of channels, tree
farning, stabilization of slopes, integrated water and sewage projects,
construction of health care and community facilities, road infrastructure.

Mission |
Cenca attempts to create
economic, urban-environmental and human skills conditions which enable defending
and participating in local and regional development within a perspective
of ameliorating quality of life for the population, prioritizing low income
sectors and promoting appropriate institutional management mechanisms. To
achieve this objective, Cenca is challenged to consolidate its capacity for
raising propositions and for intervening, at a professional level, creating
self-supportive institutional conditions.
